Commissioning

The commissioning network brings together colleagues from across the region to support improvements in both operational and strategic commissioning. The main network meets bimonthly, to discuss key issues and share good practice. Separate sub-groups cover topics more in-depth, including market sustainability, community equipment and brokerage. The Network's three co-chairs bringing a wealth of experience and focus around commissioning, transformation and joint work with the NHS.

In 2025-26, the commissioning network has contributed to key national consultations and pieces of work around market sustainability, workforce, and the fair pay agreement.

The network has also worked jointly with the carers network this year to run workshops on improving respite care.
Members of the network have also attended meetings of the new Community of Practice for commissioners and academic researchers set up under the WM ADASS Research Programme. These events took place on 9th September 2025 and 12 March 2026. The series will continue in 2026-27. You can read more abou them in the Research Programme blog.

About the network

This virtual network meets bi-monthly to support our Improvement Programme by sharing information and best practice across the region. It also aims to:

  • support a sustainable care market and workforce in the West Midlands
  • enable people to live the lives they wish to lead
  • promote social justice and narrow the gap in health and care outcomes for people facing inequality

The Network is sponsored by Mark Fitton, Director of Adult Services, Worcestershire County Council, and co-chaired by Steven Medley, Lead Commissioner from Worcestershire County Council, Stacey Norwood, Group Manager, ICS Commissioning, Telford and Wrekin Council, and Justin Haywood, Operational Head - ASC Commissioning, Sandwell MBC.
